Paul Kelly is the Managing Director of C-Quest, a leading regional cost consultancy, where he is redefining how cost certainty is delivered across complex projects. With over 20 years of experience across the Middle East and the US, Paul has led multi-sector, multi-region programmes spanning residential, aviation, commercial, hospitality, and infrastructure, building a reputation for delivering clarity and control for clients operating in increasingly volatile market conditions.

As a member of the KEO Executive Leadership Board, Paul plays a key role in shaping the strategic direction of the wider group, with responsibility for C-Quest’s performance, growth, and operational excellence. His leadership is centred on building high-performing teams and embedding a culture of accountability, innovation, and value-driven delivery.

Paul is a strong advocate for the evolution of cost consultancy through technology. He champions data-led approaches, including AI-driven cost intelligence, to enhance forecasting accuracy, enable better decision-making, and strengthen cost predictability across the project lifecycle. In parallel, he is actively engaged in advancing sustainability economics, with a particular focus on carbon cost and the commercial implications of net-zero ambitions.

A Chartered Surveyor, Paul is committed to developing the next generation of professionals through his involvement with the RICS. He is also a regular industry speaker, having presented at leading platforms including CIOB, RICS and Big 5 Global, where he shares insights on digital transformation, sustainability, and delivering certainty in complex environments.
